PROBLEM TO BE SOLVED: To provide oligoribonucleotide (RNA) having stability to nuclease and RNase and immunoregulation activity through TLR7 and/or TLR8.SOLUTION: A stabilization immunoregulation RNA (SIMRA) compound is an agonist to TLR8, TLR7 and TLR8, or TLR7, where the SIMRA comprises at least two RNA-based oligonucleotides bound through 3' or 5' attachment or a combination thereof, or the RNA-based oligonucleotides are directly bound to each other at 3' terminal or 5' terminal. Or, the RNA-based oligonucleotides are bound to a non-nucleotide linker at 3' terminal or 5' terminal, and the non-nucleotide linker is an alkyl linker or an amino linker.
