Disclosed are an oilless sliding core and a device for forming a foamed resin steering wheel containing the same. The oilless sliding core according to one embodiment of the present invention is elastically installed in a guide hole formed in the boundary of the foamed resin molding part and the non-molding part of a mold and moves up and down, has concave filling parts with an interval or in a pattern on the surface thereof in contact with the guide hole, wherein the filling parts are filled with mineral lubricants and have a lubricating surface for preventing friction and abrasion when come in contact with the guide hole.
