PURPOSE: A water-soluble paint composition is provided to obtain excellent chemical resistance, scratch resistance, and soft texture, and to be environmental friendly and safe for human body. CONSTITUTION: A water-soluble paint composition comprises 25-55wt% of water-diluted polyurethane resin, 10-30wt% of water-dispersed polyurethane resin, 0.1-3wt% of moisturizing agent, 0.1-2wt% of foaming agent, 1-13wt% of quenching agent, 0.1-2wt% of tackifier, 1-20wt% of hardener, 0.5-5wt% of photo-stabilizer, 0.1-3wt% of moisturizer, and 2-40wt% of solvent. A manufacturing method of a coating film comprises: a step of spreading and drying a primer and a base paint composition on a plastic material; and a step of spreading and drying the water-soluble paint composition as a top-coating paint composition. |
