PROBLEM TO BE SOLVED: To reduce time, labor and costs for installing a base station.SOLUTION: In a radio communication system, a control device 3 comprises: a radio parameter list 32 which stores base station IDs including area information on areas into which a management area is divided and radio parameters for a base station device 2; a radio parameter assignment unit 33 which assigns the radio parameters according to a distance between base stations on the basis of the base station ID in the radio parameter list 32; and a network communication unit 31 which transmits the assigned radio parameters to the base station device 2. The base station device 2 comprises: a network communication unit 21 which receives the radio parameters transmitted from the control device 3; and a radio parameter setting unit 22 which sets the radio parameters.
