In order to estimate the movement speed of user equipment (UE) with high accuracy, this mobile communication method comprises: a step (A) in which a radio base station (eNB#1) transmits, to user equipment (UE) that is in an "RRC_Connected state" in a cell (#1), a "Measurement Control" that instructs notification of a "Mobility state" by a "Measurement Report"; and a step (B) in which the user equipment (UE) transmits, to the radio base station (eNB#1), the "Measurement Report" including the "Mobility state" and the qualities of a cell (#2) and a cell (#10).
