PROBLEM TO BE SOLVED: To provide a thermally conductive sheet having high frequency in which fibrous fillers are in contact with each other without immersion of the exposed edge of the fibrous filler into a sheet and capable of doing without a load to prevent a normal operation for a heating element and a radiator when the thermally conductive sheet is provided between the heating element and the radiator.SOLUTION: In a thermally conductive sheet that includes a fibrous filler and a binder resin, a rate of a fibrous filler that is not oriented in the thickness direction of the thermally conductive sheet to all fibrous fillers is 45 to 95%.
