PROBLEM TO BE SOLVED: To provide an emergency alarm system capable of quickly transmitting a signal notifying emergency between vehicles.SOLUTION: A notification device has first alarm acquisition means for acquiring a first emergency signal being a signal notifying emergency from the outside, and first alarm transmission means for transmitting a second emergency signal being a signal notifying the emergency to an on-vehicle terminal by radio communication, and the on-vehicle terminal has second alarm acquisition means for receiving a second emergency signal transmitted by the notification device or another on-vehicle terminal, and second alarm transmission means for broadcasting the received second emergency signal in a predetermined transmission cycle by radio communication. The second alarm transmission means transmits the second emergency signal in a longer transmission cycle in the case where an elapsed time from a time when the notification device transmits the second emergency signal is long or in the case where the number of hops of the second emergency signal acquired by the second alarm acquisition means is large.
