The present invention relates to a lens having a phase diffraction device coating layer, method and apparatus for manufacturing the lens having a phase diffraction device coating layer and more specifically, to an apparatus for manufacturing a phase diffraction hybrid lens using a photocurable resin comprising: a laser generation part which generates laser beam having a constant width; an exposure lens which penetrates the laser beam generated in the laser generation part; a lens which is coated with a photocurable resin which is installed the focus part of the exposure lens and is changed in a refractive index by the laser beam by being irradiated with the laser beam; and a driving part which moves the lens or exposure lens in a plane direction.
