The present invention provides a steel wire cutting unit and a steel wire cutting apparatus including the same, which comprise a hollow cylindrical hydraulic cylinder; a first cap combined to one end of the hydraulic cylinder; a piston moving forward in the inside of the hydraulic cylinder with the oil pressure; a high speed steel combined to the end terminal of the piston and cutting a steel wire; a second cap combined to the other end of the hydraulic cylinder, having a second through-hole so that the piston is penetrated into, and suppressing shaking of the piston; a guide plate projected on one side of the second cap, providing a path for the high speed steel not to be shaken when the high speed steel progresses, and having a loop on the terminal capable of fixing the steel wire; and a spring equipped to contact the one side of the second cap and the one side of the piston on both sides, and providing elasticity for restoring the piston. The steel wire cutting apparatus according to the present invention has an effect of cutting a steel wire such as a steel wire for a suspension bridge. A steel wire is conveniently cut by using a wire cutting unit easy to carry due to the small size, and a steel wire cutting apparatus including a power unit without restriction of places such as an industrial plant or a working site. The steel wire cutting unit and a supply pipe connecting the power unit are separated though a connector, and are able to be carried separately, which provides an effect of facilitating to carry. In case the blade of the high speed steel becomes blunt or damaged, the replacement of the high speed steel is conveniently performed with an operation separating a cover.
