PROBLEM TO BE SOLVED: To use power stored in an on-vehicle battery as a power supply for an external apparatus even if there is a missing message which does not require power supply to be stopped owing to a communication blackout or the like.SOLUTION: A power supply device 3 stops an operation of power supply to an external apparatus 4 if failing to receive any messages including at least permission and refusal to discharge the on-vehicle battery out of a plurality of messages transmitted to and received from an electronic control device 2 by CAN communication, and continues the operation of power supply to the external apparatus 4 even if failing to receive the other messages.
