The present invention relates to a method for compressing a stream by a codec (C), which is provided to assign an encoding throughput (Q) measured in bits per second to a compressed stream, by using a pre-filter (X1) that replaces the restoration frequency (R) with a frequency equal to the product (R X K) of the restoration frequency (R) and a coefficient (K) in the header (T1) of the original stream, and then to retransmit the filtered stream (FX1) to the codec. The post-filter (X2) replaces the restoration frequency (R) with the header (TX2) of a stream (FX2) generated from the encoding of the pre-filtered stream (FX1) by the codec (C).
