A metal oxide thin film substrate which can increase light trapping efficiency and light extraction efficiency, a method of fabricating the same and a photovoltaic cell and organic lightemitting device (OLED) including the same. The metal oxide thin film substrate includes a base substrate (100), and a metal oxide thin film (120) formed on the base substrate (100). The metal oxide thin film (120) has voids (130) which are formed inside the metal oxide thin film (120) to scatter light.
