The present invention relates to an organic fertilizer composition containing a microbial culture with antifungal and organic matter decomposition properties and to a preparation method thereof. The present invention provides an antifungal organic antifungal fertilizer composition including: 100 parts by weight of vegetable expeller cake, 5-50 parts by weight of fish scrap, and 0.1-20 parts by weight of microbial culture containing Bacillus subtilis HSB1202 (KCTC 12239BP). According to the present invention, a functional microbial strain having decomposition properties for organic matters included in the organic fertilizer and antifungal properties for plant pathogens, and antifungal organic fertilizer including the strain as an active ingredient can be obtained.
