PURPOSE: A vertical multi-level network building system is provided to form consensus and to implement smooth communication between users having the same affiliation information by making the users join a user network. CONSTITUTION: One or more unit networks (200) approve membership according to a membership request of users having the same affiliation information, store personal information including the affiliation information, receive a message from the users, posts the message, and transmit an invitation message to unjoined users having the same affiliation information. One or more lower networks (300) approve users having common affiliation information of a lower concept among members of the unit network as members or approve membership according to a membership request of unjoined users having matched affiliation information. A network extending unit (400) generates the lower network for the unit network, grants a name of the unit network, and shares messages of the unit network and the lower network.
