PROBLEM TO BE SOLVED: To provide a manufacturing method of a toner that has excellent cleanability, provides high image quality, and has a potato shape formed by a plurality of spherical particles having small diameters being attached to each other; and an image forming method capable of providing high image quality by using a toner manufactured by the manufacturing method of a toner.SOLUTION: A manufacturing method of toner includes the steps of emulsifying or dispersing in an aqueous medium a toner material obtained by dissolving or dispersing at least a binder resin and colorant in an organic solvent to form oil droplets, and then removing the organic solvent. In the step of removing the organic solvent, the oil droplets are made to have non-Newtonian viscosity so as to form a toner in a shape in which a plurality of the oil droplets are attached to each other.
