PROBLEM TO BE SOLVED: To estimate whether or not a new work can be accepted on the basis of remaining capacity for each work group unit.SOLUTION: A work management device includes: a surplus worker number estimation part which estimates, from workers in respective work groups and necessary workers for work performed in the respective work groups, a surplus worker in the respective work groups; and an acceptance possibility estimation part which estimates, when new work is generated, whether or not the new work can be accepted on the basis of necessary workers for the new work and surplus workers in the respective work groups estimated by the surplus worker number estimation part.
