<p>In the present invention, a management server (1) provides a golf information service to golf users. The management server (1) is provided with: an identification unit (11) that identifies golf friends having a friend relationship with a golf user who is logged in; a determination unit (12) that determines at a predetermined determination timing whether each identified golf friend is an idle user who has not used the golf information service for a length of time that is equal to or longer than a predetermined period; and a request unit (13) that requests the logged-in golf user to send a message urging an idle user to use the golf information service when an identified golf friend is an idle user and a predetermined condition is met.</p>
