PROBLEM TO BE SOLVED: To provide an image encoding and decoding apparatus capable of efficiently arithmetic coding and arithmetic decoding LAST positional information.SOLUTION: The image encoding and decoding apparatus includes an encoder and a decoder. The encoder includes: a binarization section that binarizes a horizontal component and a vertical component of a piece of first LAST positional information into a first binary signal and a second binary signal; an arithmetic coding section that encodes a first partial signal as a part of the first binary signal and a second partial signal as a part of the second binary signal using a first arithmetic coding and encodes a third partial signal as another part of the first binary signal and a fourth partial signal as another part of the second binary signal using second arithmetic coding; and a disposition section that disposes the encoded first partial signal, the encoded second partial signal, the encoded third partial signal, and the encoded fourth partial signal in this order in a bit stream. |
