The invention relates to a process for producing a solid catalyst for the ozonation of an effluent containing organic pollutants, wherein said process comprises the depositing of a ruthenium- and/or iridium-based powdered catalyst on an open-cell foam substrate, the powdered catalyst being joined to the foam support by means of a sol-gel binder. The invention also relates to a process for treating an effluent containing organic pollutants, said process comprising the ozonation of said effluent in the presence of such a catalyst.
