A trace center device (1) has a tracer creation and registration unit (11) that: issues a tracer identification number that enables content on another computer to be uniquely identified, and enable a tracer to be uniquely identified; creates a tracer program having a function for informing a trace center of identification information and the tracer identification number for the computer on which the content exists, while retaining the tracer identification number; and registers the tracer program with the trace center.
