The present invention relates to an apparatus and a method for billing. A billing apparatus of the present invention comprises: a billing information analyzing unit which analyzes billing information according to voice calls using packet based voice call services and acquires, from information of a plurality of voice calls counted into the billing information, service identification information for identifying a packet based voice call service provider, communication network information for identifying a communication network provider providing a communication for each voice call, call sender information for identifying a call sender of each voice call, call receiver information for identifying a call receiver of each voice call, and communication use information for identifying a communication use used for each voice call; a subscriber information storing unit in which information on packet based voice call service subscribers corresponding to the call sender information and the call receiver information is stored; a billing target selecting unit which reads out information on subscribers corresponding to the call sender information and the call receiver information acquired by the billing information analyzing unit from the subscriber information storing unit and then selects the subscribers as billing targets; and a billing data generating unit which generates billing data that is to be applied to the billing targets selected by the billing target selecting unit based on the information on a plurality of voice calls acquired by the billing information analyzing unit.
