In order to avoid a situation in which a mismatch occurs whereby the transmission of an uplink signal is recognized by a MAC layer function but a physical layer function has not actually transmitted the uplink signal, this mobile station (UE) comprises: a transmission unit (13) configured such that a layer 1 function transmits an uplink signal to a wireless base station (eNB); a transmission management unit (12) configured such that a layer 2 function instructs the transmission unit (13) to transmit the uplink signal; and a counter control unit (11) configured so as to control counters. The counter control unit (11) is configured such that, after an instruction has been issued from the transmission management unit (12) to the transmission unit (13) to transmit the uplink signal, incrementation of the counter is stopped if the transmission of the uplink signal by the transmission unit (13) has not occurred. |
