[Problem] To provide a wireless communications system and a handover control method that are capable of reducing abnormal communications disconnections caused by handovers from another cell to a local cell. [Solution] A wireless communications system comprising: a handover suppression unit (102) that, when a request for handover to a second cell (35B) has been received from a base station (30A) managing a first cell (35A), suppresses said handover in accordance with the extent of handover suppression; a handover failure detection unit (13) that detects handover failures caused by handover suppression; and a handover suppression optimization unit (203) that adjusts the extent of handover suppression on the basis of the rate of occurrence of handover failures.
