The insulating layer contains inorganic particles formed of the same metal as the metal of the main component of the conductor, or a compound containing the metal, and the content rate of the inorganic particles in the inner layer of the insulating layer, said inner layer having a thickness of 800 nm from the conductor circumferential surface, is 0.005-1 vol %.
