PROBLEM TO BE SOLVED: To eliminate causes of mechanical failures in a turning device or a horizontal conveyance device and prevent a movement of a gravity center of a cargo transport ship, by preventing a turning and an oscillation turning of the stopped turning device or horizontal conveyance device caused by rolling or tilting of the cargo transport ship.SOLUTION: A horizontal screw silo 10 comprises: a horizontal conveyance device 40 which horizontally conveys a cargo C; a turning device 39 which turns the horizontal conveyance device 40. The turning device 39 includes: a driving device 32 which drives a running wheel 31 being disposed at an end part of a turning frame 30 in the cylindrical wall surface 20d side and rolling on a rail part 20e, thereby turn-driving the turning frame 30; a clamp arm part which includes a pair of arm parts clamping the rail part 20e; a spring back type hydraulic cylinder which performs an opening/closing operation of the clamp arm part; and a rail clamp device which controls a rotational operation of the turning frame 30 by clamping the rail part 20e by closing operation of the clamp arm part.
