Disclosed are an N-substituted pyrazolo [3, 4-d] pyrimidine ketone compound, a preparation method therefore and application thereof as an inhibitor for phosphodiesterase IX (PDEIX). In Formula (I), R' is selected from isopropyl, cyclopentyl, cyclohexyl and isobutyl; o-Chlorophenyl; when R'' is CH3, R represents benzyl; and when R'' is H, R is selected from 3-methyl pyridine, 1-phenyl-ethyl and 1-(4-chlorophenyl) ethyl, Formula (I'), Formula (I''), D-configuration or L-configuration CHCH3CONHR''', D-configuration or L-configuration CH2CONHR'''; R1 is selected from hydrogen, chloro, methoxyl, methyl, trifluoromethyl, dimethoxy, methylenedioxy and dichloro, and R2 is selected from hydrogen, methoxyl, ethoxy, isopropoxy, methyl, dimethoxy and 2-methyl-4-methoxyl; and R''' is p-methoxyphenyl.
