<p>The present invention relates to the wireless communication field. Disclosed are a switch or bearer separation judging and a measurement report method and device, so as to solve the problem how a source base station correctly judges whether to initiate a switch process or a bearer separation process to a target base station in a heterogeneous network deployment scenario. In this application, After receiving a switch-related measurement event reported by a terminal, a source base station determines a target cell according to the measurement event; determines the target cell or a type of a target base station to which the target cell belongs, judges, according to the type, whether to initiate a switch process or a bearer separation process to the target base station, and initiates the switch process or the bearer separation process to the target base station according to a judging result, thereby solving the problem how the source base station correctly judges whether to initiate a switch process or a bearer separation process to the target base station in a heterogeneous network deployment scenario.</p> |
