A bearer allocation and management method and device. The method comprises: after UE enters an idle state, an eNodeB and an SGW saving bearer context information about the user equipment according to an indication of an MME; when the UE initiates IP data transmission from the idle state, according to the saved bearer context information about the UE, the eNodeB recovering a data transmission tunnel between the SGW and itself and transmitting IP data; and/or when receiving the IP data sent to the UE in the idle state, according to the saved bearer context information about the UE, the SGW recovering the data transmission tunnel between the eNodeB and itself and transmitting IP data. The embodiments of the present invention are applied in the scenario where a large quantity of terminals access a network and send a small data amount frequently with an interval, thereby being able to effectively reduce the signalling overhead caused by bearer recovery after the terminal enters a connection state from an idle state, reduce the network resource consumption, and improve the network load capability. |
