PROBLEM TO BE SOLVED: To provide an intake control device for an internal combustion engine capable of heightening the controlling accuracy of the intake air amount by executing the intake valve lift amount control and the throttle valve opening control properly when both the intake valve lift amount and the throttle valve opening are to be altered. SOLUTION: When the intake valve lift amount LFT and the throttle valve opening TH are to be altered without changing the intake air amount, the changing speed of the lift amount LFT in which the responsiveness of the intake air amount control is high, is reduced by restricting the changing speed of the lift amount lower limit value ALTHAREA. Change in the intake air amount caused by alteration of LFT is balanced with the change in intake air amount caused by alteration of TH, and it is possible to enhance the accuracy of the control to alter both LFT and TH while the intake air amount is maintained constant.
