PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine stabilizing in-cylinder combustion at idling operation of the internal combustion engine, and suppressing hydrocarbon (HC) emission. SOLUTION: The engine control device includes an in-cylinder flow adjusting device adjusting an in-cylinder flow generated in a cylinder of the engine, and an electric supercharger supercharging intake air into the cylinder. An engine ECU determines whether the engine is in the idle operation state or not, and controls the in-cylinder flow adjusting device and the electric supercharger based on an engine speed detected by a crank angle sensor when the engine is determined to be in the idle operation state.
