Provided is a multi-functional scalp and hair treatment apparatus having a structure to enable effective spraying of a pharmaceutical product for hair or scalp treatment, washing of a discharge path for processing the pharmaceutical product process, and an effective use of a tray of a cosmetic product. The multi-functional scalp and hair treatment apparatus comprises: a whisk for spraying to the outside to be included in a pharmaceutical product fluid container by bubble transfer air; a spray gun for spraying the pharmaceutical product stored in a pharmaceutical tank by the bubble transfer air; a whisk sensor for detecting the use of the whisk; a pressure sensor for detecting changes in the air pressure supplied to the spray gun by operating a spray gun; an anion and ozone generator for generating anions or ozone in a chamber by responding to an anion or ozone generating control signal; a whisk air generator for supplying the whisk with the bubble transfer air by pumping air filled in the chamber through an outlet of the anion and ozone generator by responding an operation signal of the whisk; a spray air generator for supplying the spray gun with a pharmaceutical product transfer air by pumping the air filled in the chamber through the outlet of the anion and ozone generator by responding to an operation signal of the spray gun; a control unit for controlling the generation of anions or ozone of the anion and ozone generator according to a preset mode, and at the same time, responding to a detection signal of the whisk sensor and detection of the changes in pressure of the pressure sensor, thereby producing the operation signal of the whisk and the operation signal of the spray gun.
