<p>The present invention relates to an internal voltage generating circuit of a semiconductor device whose operation is controlled according to the level variation of a power voltage. Provided is the semiconductor device which includes a power voltage variation measuring unit which measures the variations of the tilt and level of the power voltage, a pumping voltage detecting unit which detects the level of a pumping voltage based on a pumping reference level, an oscillation control signal generating unit which outputs the output signal of the pumping voltage detecting unit as an oscillation control signal and fixes the oscillation control signal with a preset value in response to the output signal of the power voltage variation measuring unit, and a pumping voltage generating unit which generates the pumping voltage by performing a charge pumping operation in response to the oscillation control signal.
