The present invention relates to method and system of soil flushing for remediating contaminated soil and ground water. A granular activated carbon (GAC) controller controls the number of GAC packs which are inserted into a reactor (C), for controlling the amount of GAC which is filled with a pack as a unit in the reactor during a ground water flushing process by a GAC treatment; a pH controller controls the amount of NaOH during a flushing process (B) by a surfactant for controlling the pH in the reactor into a set pH, or a concentration controller controls the concentration of NaOH in the reactor into a set concentration; and an auto-temperature controller controls the temperature in the reactor into a preset temperature during the flushing process by the surfactant.
