The present invention relates to a device and a method for controlling the speed in a smart cruise control system. The device for controlling the speed comprises: a speed camera monitoring unit monitoring whether or not the speed camera information is generated from navigation while a vehicle is driven at the first predetermined speed in the smart cruise control system; a navigation information obtaining unit obtaining the navigation information in a regulation section by a speed camera from the navigation when the speed camera information is generated; a limit speed setting unit setting the second predetermined speed applied to the vehicle in the regulation section in case the first predetermined speed exceeds the limit speed in the regulation section by comparing the navigation information and the vehicle predetermined information; and a vehicle speed control unit controlling the speed based on the second predetermined speed in the regulation section.
