The present invention relates to an OTP generating device using a mobile phone having a built-in NFC chip which can be used during international roaming. The mobile phone, in which an NFC chip for near field communication and an OTP application for generating an OTP are installed, includes a roaming determining unit which determines whether the mobile phone is using an international roaming service, and a standard time outputting unit which provides Korea standard time when an OTP is used during international roaming. A card-type OTP generator includes an IC chip which is installed and is activated to generate an OTP number after receiving power from an electromagnetic filed generated from a loop antenna of the NFC chip when the OTP generator approaches the mobile phone, wherein the IC chip includes a log data recording control unit for storing OTP number generation time as log data in the IC chip when the OTP number is generated. Since important information (a serial number, a private key, and a Pin number) required for generation of OTP numbers is embedded in the card-type OTP generator, the OTP generator can be free from hacking danger. In addition, the OTP generator enables a user to use Korean domestic authentication services freely using OTP numbers generated from the OTP generator during overseas trip since the OTP generator generates OTP numbers by automatically applying Korea standard time. Moreover, since the OTP generator stores OTP number generation time as log data whenever an OTP number is generated, the log data can be used for confirming whether a user used the OTP generator if a financial incident occurs.
