Disclosed are a device and a method for processing an image based on a histogram, capable of obtaining an image which is resistant to change in an external environment without using a light by using a binary code method based on a histogram. The disclosed device for processing an image based on a histogram includes an image obtaining device obtaining the image; a histogram calculation unit calculating the histogram of the obtained image; a binary code threshold value calculation unit calculating a binary code threshold value from the calculated histogram; and an image binary coding unit binary-coding the image obtained with the calculated binary code threshold value. Therefore, the present invention can obtain the image which is resistant to the change in the external environment without using an external light.
