A multi-carrier code division multi-access system for improving video signal transmission efficiency and a transmitting/receiving apparatus of the system are disclosed. A transmitting device of the system transmits an SVC bit stream by respectively assigning the SVC bit stream to each data block based on the priority of each data block which is determined by priority information of each block after converting video data into the SVC bit stream (herein the SVC bit steam is divided into a basic layer signal to be transmitted and an improvement layer signal for improving the quality of video information by being combined with the basic layer signal). A receiving device receives a signal which is transmitted from the transmitting device, converts the transmitted signal into a signal for each block, and then restores the signal as video data by respectively assigning to an SVC bit stream. At this time, the transmitting device transmits a pilot signal by respectively inserting the pilot signal into each block and the receiving device feeds back to the transmitting device as priority information of each block by determining the priority of each data block after estimating a channel status through the pilot signal included in a signal of each data block which is transmitted from the transmitting device.
