The present invention relates to an apparatus for denitrifying and desulfurizing exhaust gas and a method for denitrifying and desulfurizing exhaust gas. The apparatus for denitrifying and desulfurizing exhaust gas comprises a reaction part for conducting a first treatment process for forming ammonium salts from nitrogen oxides and sulfur oxides contained in exhaust gas and a pretreatment process for forming nitrogen dioxide from nitrogen monoxide contained in the exhaust gas; a plasma generation part combined with the reaction part to generate, in the reaction part, plasma for conducting the pretreatment process and the first treatment process; a sodium bicarbonate supply part for supplying sodium bicarbonate to the exhaust gas discharged from the reaction part to conduct a second treatment process including a denitrifying process for nitrogen dioxide formed in the pretreatment process and a desulfurizing process for sulfur dioxide remaining in the exhaust gas passed from the first treatment process; and a back filter connected to the reaction part to simultaneously capture ammonium salts, which are formed via the first treatment process from the exhaust gas supplied from the reaction part, and sodium salts which are formed via the second treatment process. According to the present invention, a denitrifying process and a desulfurizing process can be conducted together using sodium bicarbonate contained in the exhaust gas, and the efficiency of the nitrifying process using sodium bicarbonate can be increased via reaction with sodium bicarbonate after the pretreatment process for increasing the percentage of nitrogen dioxide among nitrogen oxides.
