The present invention provides users with a technique capable of guaranteeing a high-level download speed and reducing traffic of a server. A data transmission and reception network control method of an apparatus for controlling a data transmission and reception network according to an embodiment of the present invention comprises the steps of: determining possibility of connection between a user terminal requesting data reception and a peer information management server which manages peer information, which is network information of other users needed for P2P network connection; and controlling the network to transfer the requested data to the user terminal through at least either a P2P network connection method or a method of directly connecting to a download server which directly provides the requested data, depending on the possibility of connection between the user terminal andthe peer information management server.
