Disclosed are a glass substrate cartridge (100) and a picking up and putting down system for a glass substrate (2). The glass substrate cartridge comprises a cartridge body (10) having a pair of parallel sidewalls (101), and a plurality of brackets (11), the brackets being provided inside the cartridge body and being respectively used for supporting a glass substrate. Each of the brackets comprises a pair of connecting elements (111) respectively supported on a pair of sidewalls, and a plurality of supporting elements (112) arranged in parallel to a first horizontal direction and connected to a pair of connecting elements, the connecting elements being able to move relative to the sidewalls along the first horizontal direction and at least protrude beyond the cartridge body. Since the brackets of the glass substrate cartridge can protrude beyond the cartridge body, random picking up and putting down of a glass substrate in any layer can be achieved.
