The present invention provides a black resin composition having superior anti-migration properties and formability and a black resin coated steel sheet having a black resin film formed of the black resin composition, wherein the black resin composition comprises 100 parts by weight of polyester resin, 5 to 30 parts by weight of a melamine curing agent, 3 to 10 parts by weight of an organic matting agent, 3 to 10 parts by weight of an inorganic matting agent, 3 to 10 parts by weight of a black pigment, and 0.05 to 1.5 parts by weight of an acid-based curing catalyst; and wherein the particle size ratio of the organic matting agent and the inorganic matting agent with respect to the thickness of a dried film is between 0.8 and 2.0. The steel sheet coated with the black resin composition according to the present invention is fit for a panel for household electric appliances such as a display panel for video appliances because the black resin coated steel sheet does not induce gloss migration during coil winding.
