The present invention provides a control channel transmitting and receiving method, a base station, and a user equipment. The control channel transmitting method comprises: determining m PRB pairs used for transmitting a control channel to be transmitted; when the transmission is carried out by using a distributed transmission mode, determining an aggregation level L of the control channel to be transmitted; determining, according to the aggregation level L, a first candidate control channel at the aggregation level L; and placing control information about the control channel to be transmitted on physical resources the first candidate control channel is mapped to, and carrying out transmission. In the present invention, for the aggregation level L, when some eREGs of any candidate control channel of a control channel to be transmitted in a distributed manner are mapped to a PRB pair, the eREGs should be mapped, to the greatest extent, to as few as centralized physical resources corresponding to eCCEs within the PRB pair, thereby improving the multiplexing efficiency of a control channel in different modes.
