The present invention provides a transmission method and a receiving method of a control channel, a base station and a user equipment. The transmission method of the control channel comprises: determining m PRB pairs used for transmitting a to-be-transmitted control channel; when transmission is performed by using a distributed transmission manner, determining an aggregation level L of the to-be-transmitted control channel; determining, according to the aggregation level L, a first candidate control channel having the aggregation level L; and putting control information of the to-be-transmitted control channel on physical resources mapped by the first candidate control channel for transmission. In the present invention, as for the aggregation level L, when some eREGs of any candidate control channel of a distributed to-be-transmitted control channel is mapped to a PRB pair, the eREGs are made to be mapped to physical resources corresponding to as few centralized eCCEs as possible in the PRB pair, thereby improving the multiplexing efficiency of the control channel in different modes.
