Provided is a prokaryotic bacterium photoinduced gene expression system, comprising: a) a recombined photosensitive transcription factor encoding gene and b) a target transcription unit. The recombined photosensitive transcription factor comprises a first polypeptide used as a DNA binding structural domain and a second polypeptide used as a photosensitive structural domain; and the target transcription unit comprises a promoter of at least one response element or a promoter-response element or a response element-promoter and a to-be-transcribed nucleotide sequence that are identified by or bound with the first polypeptide. Further provided is a prokaryotic bacterium expression carrier containing the photoinduced gene expression system, a method for regulating and controlling the gene expression in prokaryotic bacteria by using the photoinduced gene expression system, and a kit where all components of the photoinduced gene expression system are accommodated.
