PROBLEM TO BE SOLVED: To provide a mobile communication system and a mobile communication method that can prevent connection to a PSAP not intended by a user if the user dials the telephone number of an emergency call of a roaming source when the user is roaming overseas.SOLUTION: A UE 20 transmits an INVITE message (call origination request) of an emergency call to an E-CSCF 50. The E-CSCF 50 receives the INVITE message via an eNB, and determines a PSAP which is the connection destination of the emergency call on the basis of the received INVITE message. If there are a plurality of emergency call types (for example, a fire fighting and first aid) associated with the emergency telephone number assigned to the PSAP, the UE 20 transmits an INVITE message including P-Emergency-Sub-Category indicating the plurality of emergency call types to the E-CSCF 50. The call control unit determines the PSAP on the basis of the plurality of emergency call types included in the received INVITE message.
