PROBLEM TO BE SOLVED: To solve the problem that a plurality of images cannot be processed in parallel in a plurality of encoding sections since there is dependency between the encoded images for encoding the images using motion prediction.SOLUTION: An image encoder includes: first encoding means for encoding an N-th image in a plurality of images; and second encoding means for encoding an N+1-th image continuing to the N-th image by referring to the N-th image. Timing for starting processing is adaptively determined on the basis of a part of the N-th image and a part equivalent to a motion vector presence range of a first processing object block in the N+1 th image.
