PROBLEM TO BE SOLVED: To provide a network band estimation system capable of shortening a period of time until the network band is estimated while suppressing deterioration in estimation accuracy when estimating the network band.SOLUTION: An estimation packet reception unit 21 receives an estimation packet from a transmitter 10. An estimation packet analysis unit 22 analyzes the estimation packet to acquire packet information indicating a content of the estimation packet. An estimation processing start worst time calculation unit 23 receives a first estimation packet of the estimation packet stream which is a set of estimation packets of interest and calculates estimation processing start worst time which is the maximum waiting time until the network band estimation processing is started using the estimation packet included in the estimation packet stream. A band estimation processing unit 24 performs the network band estimation processing based on the packet information before the estimation processing start worst time elapses.
