The embodiment of the present invention provides a method for sending and receiving control information and an apparatus thereof. Wherein, the sending method comprises: for any of the user equipment in the set of user equipments, a base station, on the basis a physical resource set 2 assigned to the user equipment, determines a physical resource subset corresponding to one or more candidate downlink control channels with an aggregation class L of the user equipment from multiple physical resource subsets included by a physical resource set 1; the physical resource included by every physical resource subset can hold one candidate downlink control channel with an aggregation class L, the physical resource set 2 is a subset of the physical resource set 1; in a determined physical resource subset control information born in the downlink control channel with the aggregation class L is sent to the user equipment. The embodiment of the present invention decreases the probability of resource location conflicts within the mappings of candidate downlink control channels of different user equipments.
