In order to quickly perform a highly reliable estimation of physical quantity even when a sufficient amount of data cannot be obtained from an installed sensor, the present invention has the following: a scenario holding unit that holds a plurality of scenarios that include a value input as a simulation condition, and a physical quantity that is at one or more positions and is calculated as the result of a prescribed simulation on the basis of the input value; a scenario synthesis unit that estimates the physical quantity at the one or more positions by synthesizing the measured physical quantity and the physical quantity included in the plurality of scenarios by the prescribed calculation based on the position at which the physical quantity was measured; and a synthesized scenario holding unit that holds the estimated quantity.
