PROBLEM TO BE SOLVED: To provide a power management device which can reduce wasteful power consumption.SOLUTION: A power management device comprises: a data acquisition unit which acquires power consumption data indicating power consumption detected at each time point in an apparatus used by a user; a comparison unit 104 which compares the power consumption with a first threshold; an action determination unit 105 which determines the user's action at the time point when the power consumption is detected being equal to or more than the first threshold, by referring to schedule data indicating an action schedule of the user and/or user state data indicating an actual state of the user at each time point; a transmission timing determination unit which determines transmission timing for transmitting to the user terminal a first power-saving message requiring to save power on the basis of the determined action; and a transmission unit which transmits the first power-saving message to the user terminal at the transmission timing.
